- Launched by the UN Secretary-General on 11 March 2025, the UN80 Initiative is a bold effort to modernize the United Nations ahead of its 80th anniversary. In an era defined by geopolitical uncertainty and fiscal pressure, this transformative initiative aims to ensure the UN remains effective, efficient, and responsive to the people it serves. On Monday 1st August 2025, the Secretary General convened an informal meeting present the report of the mandate implementation review.
- The mandate implementation review seeks to analyze how the UN carries out mandates from Member States, without revisiting the mandates themselves. Early findings underscore inefficiencies and duplication, with significant opportunity for reform.
- Since 1946, mandates included in over 40,000 resolutions have shaped the work of the United Nations, guiding its global impact and directly supporting more than 440 million people each year. In response to Member States’ calls for a more agile, effective, and coherent UN, the Secretary-General’s new report on mandate implementation review examines systemic challenges in how mandates are created, delivered, and reviewed.
- As part of the UN80 Initiative’s second workstream, and in line with General Assembly resolution 79/318, the report proposes ways to strengthen mandate processes while fully respecting that mandates remain the responsibility of Member States. Addressing these issues is essential to ensure the UN remains responsive, coherent, and fit for purpose in a rapidly changing world.

- The UN80 initiative launched by the Secretary-General (SG) in March 2025 seeks to enhance the effectiveness, efficiency, and responsiveness of the UN. Organized into seven clusters, the human rights cluster seeks to improve the work of the UN human rights system. Following an update to Member States on 24 June, the Office of the High Commissioner for Human Rights organised an online consultation for civil society on 3 July 2025 – a first in the UN80 process. On Monday 12th May 2025, the Secretary General convened an informal meeting to brief Member States on the UN80 Initiative.
- Built around three interconnected work streams: operational efficiency, mandate implementation review, and structural realignment, UN80 seeks to streamline processes, reduce costs, and improve impact across the UN system. A cross-entity Task Force and Working Groups are developing proposals, including a new business model that includes workforce streamlining, service relocation, and expanded use of digital tools.
