2025 annual report on the pact for the future: civil-society driven, independent, and forward-looking

The C4UN Information Clearinghouse team is pleased to publish the 2025 Annual Follow-up Report on the Pact for the Future. The aim of this inaugural report is to provide a clear, independent, and civil society-driven assessment of progress made during the first year since the Pact’s adoption at the United Nations Summit of the Future in September 2024. It aims to capture how commitments have begun to translate into action, highlight achievements and challenges, and ensure accountability in the implementation process.Specifically, the report seeks to:
- Review developments across the Pact’s five chapters and two Annexes.
- Provide an analysis to help Member States, UN entities, civil society, and other stakeholders evaluate progress and remain accountable to the Pact’s vision and obligations.
- Present actionable recommendations to strengthen future implementation, drawing from lessons and practices observed over the past year.
The scope of this report covers the period 22 September 2024 to 16 September 2025, representing the first year of implementation. It examines key international processes, agreements, and initiatives linked to the Pact and reflects on how civil society engagement has shaped outcomes. While global in focus, the report also captures national and regional perspectives, recognizing that the Pact’s success depends on inclusive participation across all levels of governance.
