Pact for the Future: Interim Monitoring Report – Stakeholder Engagement and Policy Pathways for Advancing Multilateral Commitments, July 2025

Authors: Alessandro Agnitti, Eliane El Haber, Ishaan Shah, and Jebilson Raja Joslin

This report presents the first round of findings from the Stakeholder Mapping Survey conducted by the Information Clearinghouse team at the Coalition for the UN We Need (C4UN). It captures how civil society, academia, youth networks, and other actors are engaging with the Pact for the Future and its Annexes. Drawing on 62 responses from every major world region, the report maps a rich spectrum of activity, ranging from grassroots digital inclusion initiatives in Bangladesh to intergenerational governance work in Switzerland, offering a grounded snapshot of global momentum behind the Pact’s goals.

Respondents call for concrete next steps. These include accessible and sustained funding for organizations in the Global South, the creation of formal and institutionalized platforms for youth participation at all levels, and the establishment of robust accountability mechanisms supported by clear and time-bound implementation frameworks. Stakeholders also emphasize the need for deeper reforms within multilateral institutions, more inclusive approaches to peacebuilding, and stronger protection of human rights and environmental standards across all areas of the Pact.

The survey remains open for additional input, with future iterations expected to deepen this mapping and refine implementation strategies.

The report affirms a clear message: meaningful and inclusive implementation of the Pact requires more than vision. It demands commitment, coordination, and shared ownership across regions and sectors.
